Oversteer as defined in Wikipedia is almost correct:

Oversteer is a term for a car handling condition in which the slip angle of the rear tires is greater than the slip angle of the front tires. The effect is opposite to that of understeer.
An oversteering car is referred to as "loose" or "free." Oversteer is a dynamically unstable condition; in other words, if control is lost, the vehicle will spin.

It should say that the rear tire slip angle increases more than that at the front end WITH INCREASING LATERAL FORCE = INCREASING SPEED ON A CURVE.
